That is Shaman, a Russian vehicle made by AVTOROS http://avtoros.info/en/all-terrain_vehicle/shaman.

Some specs:
Iveco turbo diesel 146 hp,
transfer case with high and low ranges,
Low-pressure tires are AVTOROS 1240 x 580 mm or 1185 x 590 mm.
80 km/h on road or 7 km/h on water,
20 L/100 km,
260 L fuel tank.
