First, government agencies set rules, Congress passes laws. The rules can be challenged in court if people think they are unfair, or interfere with states' rights, or are without scientific merit. Congress authorizes the funding for executive branch agencies. If the Congress wants to, they know how to pull the plug.
Second, the J8 is built in Jeep's plant in Egypt. It's called the Arab American Vehicles Company. Here's their web site
