Oshkosh "Broom" wheels for big rigs? (10x285.75mm wheels)

This is totally random but I was at a Hot Air balloon festival 2 weekends ago, that happened to be hosted on a small airport. I was walking around before the "main event" and started to take a look at their plow vehicles. The first was a 4x4 freightliner 108SD, cool truck but nothing super interesting. The next was an Oshkosh "XF Broom", which kind of looks like a combine with a huge spinning brush on the front of it. What caught my eye about that was the the wheels were 20" diameter, meaning they were military bead rather than commercial. Does anyone have any info regarding use of these wheels on maybe a medium duty truck?
