Homemade Moto Rack
This is our homemade rack....box steel 2x2 and aluminum to keep the weight lower......originally made to haul 2 trials bikes, but did 2 KTMs down to Baja and Back no problemo on the back of a 72 Bronco.....
Here shown at Mt. Hood 2006....the day before we rode in 72 degree weather, that day, 3 feet of powder
Bike on back is 2002 Gas Gas 250 EC/MC custom made for my buddy Geoff Aaron soon after annexed by me....

it looks bent at the top, but that's just the angle its leaning at....
we plasma cut the wheel slots which work great to keep the bikes stable.
The tie down rails are short because the trials bikes are narrow, so I would extend those a bit for enduros, but seems to work fine with our regular dirt bikes nonetheless

Well doesn't exactly meet your definition (not strapped to my vehicle, and its not even mine now as sold the Sportsmobile and sold the XR650R), but a trailer is a mighty easy way to accomplish your goals. You could build it with an eye on off-road (as I did when I built this one).

The rack is a cheapie from Rocky Mountain ATV, it works well enough but isn't perfect. It wobbles a bit in the hitch and the cheesy bracket/bolt system that is designed to take that wobble out is practically useless. On the road it's not really an issue though, it's stable enough. Every now and again when you look in the rear-view mirror you will see the bike move from side to side, but after several hundred miles, I trust it to haul my piggy DR650.

Nice looking rack, but I'd be reluctant to carry two fullsize dirt bikes on a hitch-mounted rack like that. It's just a lot of weight hanging way out there, especially if you're driving anywhere but smooth pavement.

I have a Welded-on Hitch.
HitchCrafters.
and use a Joe hauler...the best.
We've gone all through Baja with a double bike carrier on the back of a Ford Van and had no issues...

Custom 2 bike carrier.
The carrier started as 2 MotoTote carriers. We had them modified into a dual by means of 3 Receivers. The outers provide both support and stabilization.
The 3, 2x2 supports are 1/4" wall. At each hitch, there is a large u bolt, and plate set. This removes any sway or bounce of the rack. We got them from Stowaway carriers:

Everything is bolt together, so there is adjustment available. We modified one of the ramps to attach to the other. This makes loading much easier.
Here's a few pics after leaving Death Valley a few days ago.
