Actually, neither. It is just fog laying over the water of the Ohio River late in the coolness of the autumn morning.

I was simply standing on the ground at the edge of the Ohio River at the Overlook Restaurant looking down towards the bend in the river. I was maybe 100-200 feet above the river's water level.
