For what it's worth, I used a combination of POR-15 and Rustoleum brush on bedliner. I fabricated a roof rack to act as an overall utility rack, ladder/lumber rack, and platform for my rooftop tent. It lives outside and gets abused regularly. It is very easy to touch up, but that is rarely needed.
Here is the process I used:

1. Flap disk and wire brush on all steel to add tooth for adhesion.
2. Cleaned with a degreaser. Twice.
3. Coated with Metal Prep (just follow the instructions).
4. 2 coats of POR-15 brushed on. 2nd coat goes on while 1st is still tacky.
5. 2 coats of bedliner brushed on. It is very important to apply this while the 2nd coat of POR-15 is still tacky or it will not adhere properly.

I have coated may items with this process and have found it to be extremely durable. The total cost for coating the full length rack was around $35.
