Your 4runner is a prefect platform to start with, as the others have said rust is not that bad. Use the rust treatment, and a wire wheel and some flap disks and spend a Saturday.
As far as the p0446 code, clear the code, throw a can of berrymans gas treatment in the tank and drive it. Doing the seafoam treatment in it some time will be good as well.
Valve cover gaskets are most likely your oil leak, I did mine in a day. Buy toyota parts for this job trust me, also a great time to do spark plugs and wires.
