Situation regarding DIY overlanding trailers in Europe?

Hi,

does anyone know, what the current situation is regarding modification of existing cargo or farming trailers for overlanding purposes in Europe.

Since here in Europe everything has to pass strict traffic safety regulations, has to have homologation etc.
What kind of prexisting trailer would be the best starting point?

I'm thinking I would just bolt a wooden box with drawers on top of a regular cargo/farming trailer and then make a platform for a roof-top tent on top.
The box could be either quite big, or it would be smaller and a metal roof rack setup would be mounted to it.
Is it possible to do such things in Europe, without getting in trouble with the police?

Just build a box and put it on a trailer and define it as "load". No problems with authorities if you fix the load properly
