Surco safari basket fit

I was wondering if the surco safari baskets can be rotated? I see there is a 50W x 60L and the dimensions im looking for are 60W x 50L. Im looking to get a rack on top of my 76 g30 van and also not sure about the rain gutter mounts.

If anyone has experience with this rack or other inexpensive roof basket solutions please let me know.
