Vehicle advice, offroad vehicle with low horsepower is it possible to buy in America?

Need advice, trying to understand if this is even possible.
I need offroad capable true 4x4 vehicle of SUV of similar type (nor sxs) that has low horse power, below 200hp preferrable. Japanese hopefully.
It must be 2013 or newer
There is Suzuki Jimny that fits the bill but they are not in American market.
The reason I need low horse power vehicle is because after use in the US I need to import it into another country which has very steep registration fees for anything above 200hp.
I am considering de-tuning the engine to lower taxes but would rather not.
Also import and emissions regulations would prevent importing old stuff which likely has low horsepower

Is this even possible?
 
Yes, 4x4 and low range. 4runners could be had in 4cyl up to 2011. There may have been a similar Nissan variant as well.
I see, thank you. I have to look up import regulations on pickups. Last time Iooked at truck prices a couple of years they had huge price premium and were hard to find, but back then was a tail end of early 2020s truck rush, then I think market slwed down. 4 cyl 4runner woud be ideal, but 2011 is below cutoff year for import emissions standards, unfortunately.
 
Unfortunately everything after 2000 from that line is high hp. It's fairly easy to find 1990s offroad vehicle models with low hp, but as I had mentioned it has to be 2012+ year

Sorry I read it backwards thinking it was like the import laws here where it has be so old.

Too bad they are stuck right there, the 3.8L Wrangler was rated 202hp but only ran until 2011 lol. Diesel was right there too and ran longer but wasn't available in the US.
 
Another option would be buying something appropriate for your US adventure and sell it when done. Then buy something appropriate and available in your country of residence.

I only had found 1 US option so far, Tacomas, from earlier reple. I really need SUV/crossover type body but might have to look into a truck for this.
Frontier also mentioned above has no 4wd in 4 cyl version.
