Since I was unable to find one for sale that would fit the bill for my particular want of a tool carrier that would mount to my truck rack. I made one. I welded up some 1 1/2" x 1/4" flat bar then drilled and tapped some holes for the quick clamps and the conduit clamps I used to hold the thing on. Had it powder coated, bolted the thing on with some stainless bolts, and viola the results:

It's really sturdy and the quickclamps hold the tools really well. I need to get a small diameter cable lock to secure them still but all in all I am really happy with how it turned out.
Oh and as an aside does anyone have a good source for some kind of a shovel blade cover? The shovel doesn't rest on the rack tubes, but I think there may be enough flex in the quickclamps to allow it to hit the rack tube on rough roads. I think some kind of rubber cover would be good to keep from mangling the finish on the rack.
