That's normal with all off road tires. The rubber blend changes throughout the depth of the tire, with firmer, denser, less pliable compounds found deeper in the tread block. This is why the introduction of silicone compounds in recent years is such a boon to tire performance.

Mpg? No. My LR3 was pretty bad on fuel economy all the time, I never really wanted to know just how much fuel it drank :-)
