I would stay away from the kayak for the reasons mentioned above...
I would also recommend an IRB. A well made 12' should be able to withstand a lot of abuse. Pair it with a short shaft outboard, and you can maneuver quite easily. Although I don't know if it necessarily solves the problem...

Receipts are the biggest thing. After talking with my insurance provider this week, they couldn't list it as a 4x4. But said to just make sure I had lots of pictures and receipts.
