I'm surprised its so tight. I took the bolt out of the center in my Gen 2 ('93 no bag) and expecting to need to grab a puller I thought what the heck, gave it a good jerk and it came right off. Pretty sure Gen 1 & 2 (and maybe even Gen 3) are the same steering shaft splines...
