Regarding the flat lateral weave - is this done by spreading strands to make a hole in the middle of the line, and then passing the end through that hole. And then repeating the process a half dozen times?

Don't they still use capstans on sailboats. Another thread indicated that winch lines are essentially re-badged running rigging.
In nautical use, winch and capstan mean the same thing - neither stores the line on the drum.

On matter like this, the patterns for the past is the best guide to the near future. The Yukon web site has a table listing opening and closing dates for the ferry and ice bridge for the past years. From that you can judge for yourself whether your planned date is feasible.
