Sounds like they took the KBB of the vehicle and added the NEW value of all the aftermarket stuff on the vehicle. I would think that there is no way they are going to get that amount for the vehicle.

Alternator would be my guess. When you are at idle it's producing fewer amps. When you rev the engine alt output increases. When the engine is off you are getting a nice steady draw from the battery. I was going to suggest the foam lining for the drawers of a tool chest. It's not too bulky so you could wrap it to your desired thickness and then zip tie it on each rung.
