X2 for the most part... While I run an XJ and have a Hi-Lift I bought a relatively cheap aluminium 1.5 ton floor jack. and mounted it in the XJ... I've changed tires with both (the predominate reason to have one) and found the floor jack MUCH more user friendly and stable... with the Hi-Lift I...
You might go for something like 3" X 4" rect. tubing... 1/8th. or 3/16th. ?? depending on the frame width. then blend the 7" existing frame into the 4" tubing... The boneyard might be a cheap source for a hitch for the rear.
There is a formula or ?? like you mentioned concerning the wheelbase...

An after market bumper/tire rack can go along ways in areas other that just to carry fuel... but you've mentioned that isn't an option. How about the tire inside & a one off bumper with "fuel can carrier" ?

The local JEEP Club (that started in the late 40s) use to use aluminium 5 gal. GI water cans, they would even put a spigot on them at the lower corner. (like Coleman water jugs).
I got lucky and found 3 (2 intact 1 for parts) near me 20 yrs. ago... they have CONCO stamped on the bottom and USMC...
I used the receiver stock out at the end of the drawbar... this way I could use a couple different set ups ... LnR (or Max or ?) a standard 2" ball... offers more flexibility... both in the drawbar length as mentioned & in the the way it's couples to the rig.
X 3 I went all the way to the rear cross member... tying the front to the rear making as mentioned a backbone as well as the other mentioned benefits.
Also there is the option to move the draw bar from the front to the rear (temporarily) should one get into a tight spot.
