the back of a fiskars hatchet works great for me, plus it is a wonderful tool for doing many other tasks. When backpacking in the summer, I just find a rock.
those look similar to the boot chains we use at work. they work great on ice, but watch your self when on any man made or steel objects as they can catch.
i know of a red h1 wagon with some rust damage around the middle of the body seam on the back section and a barley running 6.5 for sale for about $7500. If i had the cash to buy and fix it, i would be tempted.

how about a section of hollow vinyl fence post. about 4 in sq and you can get some end caps and come up with some sort of opening for the end. I found round pvc to not fit my poles very well because of the eyes. The square may fit a reel or 2 also.

as far as a mild kit, a shovel and a tow strap are about as basic as you can get. I carry a shovel, maxtrax, 2 recovery straps, a comealong, and 4 shackles. I somewhat rely on having someone else come by if i need a pull out, but most situations i can figure something out.
