I think that the sheathing in the picture is made from a type of OSB that shreds the wood into strings rather than flakes. My guess is that it's stronger and more uniform than flaked OSB

I'm not a fan of bungee cords. They stretch at the worst times. I'd use webbing with metal friction buckles like is used to strap Kayaks into racks or ratchet straps
The high top has the higher potential right off the bat. 351 is dependable too. I had an '82 E 250 that went to the crusher with 240k. Only engine work was a rear intake manifold gasket. It was strong enough to haul my brush chipper and tandem trailer loads of logs.
