not something I've noticed. I'd describe my truck steering as very stable. Maybe the beam axle, tie rod geometry, and limited suspension travel (even with parabolics) help. Roll steer also not noticeable.
maybe have a look at sea freight from Aus. You may be surprised. Then again, you may not.
Once upon a time I sea freighted a set of springs from Aus to UK. It was easier/cheaper than dealing with Mercedes in UK with an Aus spec Canter.
if there's water in the bowl the line between water and diesel (the diesel floats on the water) can be seen. Open drain until all water out. There may be enough diesel in pipes to keep bowl full. Air is purged when engine next started.
the filter just filters out any large particles, the bowl is part of water separator.
the flow is sufficiently slow that any water sinks to the bottom of the clear bowl, the diesel floats and is drawn through the exit to the engine fuel pump.

my guess is they are two independent filters on the same bracket. There's an in and an out for each filter. They could probably be piped externally in series, in parallel, or for two independent tanks to a changeover valve, or ........... I'm sure I've missed something.
I've never tried from empty separator.
However, I did have difficulty running a tank to empty a few years ago. There was a small crack in the plastic "glass" which let in a fine string of bubbles that collected in the filter on top of the engine.

not sure what is meant by "bound up chassis", however, in FG649 starting to move with fullish lock I think my limited slip rear diff binds a bit then slips. Changing diff oil improved lots.
