Its a 1967 to 71 truck - 1966 Land Rovers had the windshield wiper motors on the windshield. Best guess is that its a 67 with later model fenders but it could be a 69-71 that's had the earlier grill panel installed.

Also try gently cleaning out the junk from under the lip of the seal with some kind of thin plastic scraper. Sometimes the leaks are caused by trash that gets under the seal and removing it will slow it down.

I've seen a lot of failures with tubing connections too - I've used Swagelock Stainless fittings with great success (both on the robots at work and on my Defender 90 on-board air system).

The 1991 Range Rover Hunter edition was a decontented model for the US market that meets all of you requirements except the crank windows one. The power windows proved to be more relaiable than the crank up ones (except for the cheap window switches) so that shouldn't be an issue.
