For heat I highly recommend a coolant heater and radiators plumbed in to the engine coolant loop. Webasto ThermoTop C or Esparcher equivalent. You can put heating loops in the floor, way more efficient than electric for heat.
Is your diesel heater a coolant heater? If so plumb it into the engine coolant loop. You can then heat the back from the engine when on the move and pre heat the engine for cold starts.
Pull them off and head to a hydraulic shop. You should be able to get them fabricated. I have had hydraulic lines fabbed for our 917, as long as you have the part in hand they can measure threads etc and match it up.

Sounds like a badly made setup. The owner "needed" more power so he added more batteries. The fact that he made two banks and only has 300 watts of solar pretty much guarantees the batteries never fully charge.

Those are some ugly springs! Fire trucks get driven hard and put away wet. There is plenty of room for rear air bags between the reay parbolics and the frame.
I would avoid propane for the Pan Am. It is not always easy to find and when you do it is often Butane. Butane works great as a fuel at lower elevations, but it will not work in the cold at altitude. You will always find gasoline.

I agree with Neil, the doors are too heavy to leave open while tilting the cab. The hinges will be under huge stress as the cab stops moving when tilted. I would not even leave the door open without support when the cab is tilted.

I would seriously look at a small generator for charging when solar is unavailable. Idling your main engine with low load is very inefficient and very hard on the engine.
