This is mild steel and the loading / strength is low. If it was aluminum or heat treated it is still possible but more precautions (doublers/gussets) are needed.
I'm not saying a PLB are bad but be aware of the limitation. The accuracy can't be tested until it is needed. I use my InReach every time I go out so I've got an idea of the accuracy and what it needs for a signal. When the GPS signal is no good I can text my location.

PLB are not the savior people think they are. The accuracy of a 5 watt signal on 406MHz is 5km / 3 miles vs. GPS it is yards/meters. With no subscription thousands are never registered. This results in a huge (problem) number of false alarms and a choice to be made about which ones are traced...

Paypal "Goods" charges a fee and insures both sides of the the transaction. There's NEVER any guarantees but it brings both sides of the trasaction up to another level. If there's a problem I know it won't be 100% loss.
