    I like your Hi-Lift accessory in this photo! I use a length of Amsteel Blue winchline instead of the strap. Bill Burke demonstrates a way to shorten the rope to the length you need by chaining it, and using a "bung" to finish. I think there is a thread on this site about that method somewhere.

    You really need to have a voltmeter. They are a cheap tool. Do what evilfij said and put it across the battery with the engine running - 14ish volts means it is charging, 12ish or less and it is not. Also, an easy way to check the battery is to measure the voltage while you start the engine...
