V20 of motion x GPS HD removed bing. If you've got v19 I'd stay there. I did.

Motion x GPS HD is traditional navigation between waypoints. It's not designed for turn by turn. Motion x Drive HD has turn by turn.
GPS HD relies on loading maps on the fly via network or pre caching them. MotionX GPS drive relies totally on network connectivity.

I think the parts prices are very reasonable esp. coming from a German make.

If you plan to do GPS activities with an iPad you should just buy the Cellular version that includes the GPS chipsets - they are $129 premium over non cellular. Spending 80-120 on an external GPS puck seems pointless and annoying to have to fiddle with.

OP - There are a few conflicts in your description. As mentioned if you bought a 4g model you don't need any extra hardware. If you bought wifi you will need GPS hardware. Take a look at my iPad Nav FAQ.
I love they way these things work for messaging as a nice-to-have but I'm not sure I would count on them for SAR. They are low power and attached to commercial networks.
There is a difference between satellite messaging devices with 911 capability and a locator beacon.
v20 Motion X currently has the original map sets from way back in v16. When I emailed them regarding the change it has to do with licensing. It was suggested the maps will be back in a future upgrade. These guys upgrade the app a lot.
MotionX didn't have topo maps before, it had, and continues...
not natively possible... there are cameras that transmit over wifi via a built in web server but that wont have your automated functionality. I would look into a rear view mirror/monitor setup for the back up cam
