I was in no way suggesting it would be under budget, just suggesting a new build on a clean van would be the best route because finding a 4x4 under $19k let alone a 7.3 is a little unrealistic.
Probably better off looking for a decent 2wd van and having it converted to 4x4 with the money you have left over. I see them occasionally in the $5k range with higher miles.
