Carter pump is a rotary vane pump so it will self prime and can be run dry. If it get's crap in it they are easy to take apart and clean out
Carter pumps are 50gpm.
The 17gpm pump that IdaSHO is using might be better for your (16-18g) application.
Installing them (sleeve type preferred) fwd of the springs would be easier. If you can't find sleeve type that are long enough you may have to use billow type and leave the bottom disconnected
On a 4 or 4 wheel you can get a 13" wheel/tire but the inside of the tire may rub against the trailer.
Next step is a wider axle with 5 on 4 1/2 and 14" tire/wheel.

I'd be surprise if you can find a gas tank that has a fitting on the bottom.
You could used a diesel tank that has a drain on the bottom but it's a bad idea to drain gasoline off the bottom of a tank.
I put 205/75R14 on 2 trailers running 35psi for a little more cushion/durability off road. Swapping wheel/tires is easy. The fenders and making brackets for them takes the most time.
I usually see 4-6 are cracked. For just one welding both sides would work. An idea for the long term would be to cut alum. flatbar that fits inside between the flanges of the channel. On the outside bolt 3/16"-1/4" alum angle to the channel/flatbar and gussets. Best to do before more cracks show...
