Alaska has its mineral and natural resource rights very different than the lower 48.
Most places in the western US, where you buy or sell land, unless otherwise noted. The water/mineral rights are included. With some variances if used for Ag, Industry, etc

In Alaska, the DNR requires you to get a permit to use any “significant” amount of ground water…..so its maybe poking fun at that? I think it’s a hot topic right now.

Edit, water has always been a huge deal in the west. Many lives lost due to it.
The place I just bought, has water rights, and I can use to water the pasture. However, I could sell my 5 acres of water rights to say......a data center, or another person. Its all heavily managed.

Wow, thanks for sharing. The Alcan 5000 is on the bucket list for me in the next 2-5 years. Just can't decide if I want to do the summer or winter trek!
