To the best of my knowledge, no one does. The commercial one is the star/xentry system, but that doesn’t really let you write different parameters, just does maintenance and allows connections to the FUSO tech center in New Jersey, and they take care of the coding. Of course you have to be a authorized service center and purchase an account also...
All that being said there are a few folks that can tackle rewrites, some in Aus and probably in CONUS.
