GEN1 Throttle Cable Adjustment Help

Hi All,
I've noticed that my Montero shifts at a higher RPM than I think is normal (+3000 RPM) for 1-2 and 2-3. It will also shift when I let off the gas and I'm 2000+ RPM. I believe that I have my throttle cable set incorrectly, but cannot seem to follow the instructions in the FSM. I was hoping one of the experts here can help me out.

If I read the following from 21-78 in the FSM I would think that my cable is set too long?

The other section confusing me is 21-89:

With my orange dust cover installed, the stopper is nowhere near the end of it. Is this picture at WOT?
 
yikes! that is some of the worst tech writing I've read in a long time.
first step is visual inspection .
the setting, may be ok but broken or worn cable housing or brackets will throw it out of spec.
disconnect and check for smooth operation;
both cable , and actuator lever on transmission.
I'll get back to you in a bit with adj. technique.
I need to go examine my own buggy to decipher what they are trying to tell u.

the problem is the writer is trying to explain transmission function and adjustment in one paragraph, or possibly one sentance.

here is the take away.
with throttle closed , engine off, the lever on the transmission should be at a specific point on its swing arch.
as the throttle opens, the transmission lever is pulled through its normal arc by the cable.
transmission lever determines the amount of hydraulic pressure applied to the transmission which determines shift points.
ok got that out of the way.

evidently, at idle (engine throttle position, even when not started), u are supposed to have not more than 1 mm of slack, in cable.
check this out carefully, but only after u have determined that the system components function properly.
answer 2, b4 answer 1 is, this is always checked at idle.
remove the orange dust cover by sliding it forward toward the throttle body.
u will see a cable bobbin, or a small, what u are calling a stopper I think.
the measurement should be made in the space between bobbin and end of threaded neck on the cable housing.
do this help?
