The Duplicolor Metalcast spray paint really does work well. I've tinted HIDs with it and they get plenty hot.
The Rosco gels are legendary in lighting.

Matt, there is a red diffusion Rosco SuperGel. It would be useful for softening the light for your purpose. The likely free swatch-book would allow for experimentation with a small light source, maybe a bright LED flashlight. You could find a way to clip a sheet over each light when stopped, it would be obvious you weren’t planning to run red forward facing lights on the road. ?. You could wire in one dimmer but you'd need it to be one that can handle that much wattage.
I don't think it would get along with your S-pod though.
They have sliding ones, dial ones, electronic. I use a mess of them at home for my lighting. I've got PWM types, rheostats, I even have one that's a remote control dimmer in my home theater.

Ah. Well, for non-work lighting, as you mentioned dimmed halogen lighting, you might enjoy the book I mentioned above.
