The Duplicolor Metalcast spray paint really does work well. I've tinted HIDs with it and they get plenty hot.
The Rosco gels are legendary in lighting.

Matt, there is a red diffusion Rosco SuperGel. It would be useful for softening the light for your purpose. The likely free swatch-book would allow for experimentation with a small light source, maybe a bright LED flashlight. You could find a way to clip a sheet over each light when stopped, it would be obvious you weren’t planning to run red forward facing lights on the road. ?. PS - I let my kids pick out the swtiches . . .

You could wire in one dimmer but you'd need it to be one that can handle that much wattage.
I don't think it would get along with your S-pod though.
They have sliding ones, dial ones, electronic. I use a mess of them at home for my lighting. I've got PWM types, rheostats, I even have one that's a remote control dimmer in my home theater.

Ah. Well, for non-work lighting, as you mentioned dimmed halogen lighting, you might enjoy the book I mentioned above.
