Due to vehicle emission and safety standard, vehicles must be at least 15 years old from date of manufacture to import into Canada, and 25 years old to import into the USA to receive a waver.. If they don' fall under that age waver, they need testing that could be into the 6 figures. And yes, even if the emission and safety standards are higher in the export country that the USA/Canada, they do not get a waver. There are other wavers, such as if the vehicle had originated in the USA/Canada, was exported, and now is being reimported. And tourists can import a vehicle for 12 months, although it maybe not be sold at any time, and must be exported.
