In that case, the best way to clean them and get the clear coat off is to soda blast them. You'll need a good sized compressor and a blaster setup, or you could take them to a blast shop. Don't let them use any abrasive other than soda.The clear coat is in terrible condition anyway so I'm actually going to remove it, clean and polish the wheels and then re-clearcoat them.

With the high cost of stock alloy wheels and their relative vulnerability (not much in the way of tire side wall to take the brunt of a curb scrape), there are many shops that service the trade who specialize in stripping, smoothing, polishing and clear coating wheels. Since they are set up for it they can do it for not much more than buying the supplies yourself. Suggest you look into this option as their work is usually impeccable and you'll have done wheels back in a day or two.
