There's a switch on the mainboard that toggles the fold/unfold function. Take a look at page 11 of this manual: http://handifloor.com/Downloads/VangaterOperator.pdf

The wheelchair conversion added a 2" body lift to make room for the 6" lowered floor. Then a Vangater lift was installed. The nice thing about the Vangater is that it folds up when in the stowed position.

I know this is an old thread, but can you elaborate on the lowered floor? I looked a quigly 250 wheelchair van today and I noticed the body lift, this one had the lift on the bottom side, would that mean (possibly?) that its floor is factory? Do they actually remove the floor and drop it, or what do you mean by lowered floor?

They remove the factory floor and drop it 4"'s. Like this:
