Thoughts on registration and new diesel laws in California

So I have an interest in the earthroamer with the 5.9L, which brings into question the new Diesel laws in California. Having looked at a few Japanese imports, and a rig yesterday with the same engine, I found the advice and action taken is to register the vehicle out of state. That also applies to people who live in their vehicles, as you no longer really have a stated address to put on registration. I have been given different ways to handle it and the truth being that I dont really plan on "living" in California or maybe even being in the state for any extended period of time. So if you buy a vehicle in California and it has a 5.9L can you just register it in another state, with the plan anyways of not being there?

The CARB laws make a difference between Private vs Commercial, and also whether registered as an RV. Since this was a Cab Chassis, it is possible that ER is listed as the manufacturer and not FoMoCo. Is the current registration listed as an RV? Would be helpful if the BAT listing posted a picture of the GVWR sticker on the drivers door jamb. Some states require the body or shell be "permanently attached" unlike say a slide in camper on a pickup body. Ask the questions on the BAT listing. Also ask where it is tilted and if it is clean or "wrecked" "salvage".

When I moved out of SoCal, to Idaho I was asked for proof of residence and had to show
a utility bill or something showing a physical address for my DL , then had to have a VIN
inspection on my vehicles.

I don't know for sure, but you may be able to use a mail forwarding service where your
address shows up as xxx main st. suite xxx. like a UPS store.
I do know here a PO Box is not acceptable.

In Idaho my DL is good for 8 years, vehicles can be registered for 2 years at a time and
I paid for 10 years on the trailer. and in my county no inspections. (yet)

3 vehicles 2 years each, trailer for 10 years, all for less than one year for the 1/2 ton Pick Up in SoCal.?

A lot of military get a PO box in Florida while stationed / going through school, get their license and registration. After that they are Florida residents in some cases for 20 or 30 years with no address (street or PO box) in Florida.

Could probably stay at a rv park and use their address. No state income tax and registration is pretty cheap.

I started to follow this thread mostly because I am planing to live full time in the road when the COVID situation becomes less crazy and what the guy described in this video is fantastic! It’s especially great for me as I don’t have family in the US so hard to find a “permanent and legal address” where you can redirect your mails.

In California the door sticker does not matter

The state has specific requirements to be considered a housecar, MH, the camper has to be permanently attached even a slide in can count, as long as you don’t remove it, the living quarters need to meet some basic requirements but they are not hard.

If the registration and title say MH you are fine.

If not I can help you legally change the paperwork

Don't forget that if you buy from a dealer in California, you will be charged California sales tax (it varies by location, for example, 7.25% in Chico), even if it is being registered out of state. The only way around that is to have the vehicle hauled out of state by a commercial carrier, and you take delivery in that state.

While there are states where it is easy to save money by registering your vehicle there, if your primary residence is elsewhere, the state you actually live in will fight to get the fees you are not paying.

Registration is often dependent on where the car is parked.
