There might be some logical reasons for choosing the shotgun over a high powered rifle. I don't know what they are, but can guess that might have something to do with what firearms are legal in the country they are starting from. Shotguns tend to be legal in more countries and more politically correct, as well.
They also might be intending to scare the bear off, rather than actually kill it. And finally, with a shotgun, a less experienced shooter probably has a better chance at actually hitting something, especially at close range, compared to a scoped rifle. Also less chance of injuring the expedition partners if the bear gets in between two vehicles.
Fortunately, the few bear I've actually ran across were small and more scared of me than I of it. Except for one. Luckly, I was close to the vehicle with that one.
