ITS ALIVE!!!
thank you everyone for all your help and suggestions!!

I believe it has to do with the IPC. Unplugged re-plugged cleared codes and it started. Running on old one, but will replace sensor and plug since there was evidence of oil leakage through sensor.
I borrowed a friends NGS Ford scanner. All codes show clear now.
Will get myself an autoenginuity or scan gauge soon.
Not sure the 95 has as much to be scanned as the newer PSD's so not sure which scanner option is best
Curious to see what most here are running.
Will research a bit.
HUGE THANK YOU TO EVERYONE!!!

Congrats! Yeah good point on it being a 1995, might be OBDI which'll cut down on what's available to scan vs OBDII. Hadn't considered.

Awesome, glad to here it is running again.

I'd be curious to find out more on what you find out.

Asside: Anyone know how much the OBD II scan Guages can tell you?

Asside: Anyone know how much the OBD II scan Guages can tell you?

A lot. On my 2002 CC DRW 7.3 PSD I read Injection Control Pressure, Engine Oil Temperature, Boost, Transmission Fluid Temperature, Instant MPG, Trip MPG, Tank MPG, Life MPG, Hours, Intake Air Temperature, Volts, RPM, Torque Converter Slip Percentage, Coolant Temp, Fuel Gallons Per Hour...hell lots and lots of stuff. My usual set of 4 is ICP, EOT, Boost, and Instant MPG. I have the factory optional Trans Temp gauge or I'd be watching it more than MPG. I only use the truck when it's towing.

I also use the scangauge to read and clear CEL codes in all my OBDII vehicles and for MPG readings on trips in any of them. It's pretty nice to move it from one vehicle to another (like the 26' Uhaul box truck I drove from AR to IA last year) and as I've said before, just altering my driving habits by watching the MPG readings has more than paid me back the $150 the unit costs (8.1L Uhaul paid me back that much in just 3 days of driving), and I was already doing a good job of driving by vacuum. The biggest lesson I learned from driving with my ScanGaugeII has been letting up on the pedal going uphill. It sounds crazy but by letting up gradually I lose little if any groundspeed and gain a good percentage of economy. This has been verified by manual MPG calculation, not just using the SG to tell me how good it is.

Great news, glad you got it sorted out. The IPC is a common failure, the good thing is, that if it is bad, you can unplug it and it will run off default settings.

Glad to hear.
I use a BT dongle and torque pro to monitor and check codes.
Cant get cheaper or easier. Plus the cool factor lol.

Yes.. Sort of... Maybe....
It's running, but is for some reason much harder to start then before this breakdown. I can't explain it.
I changed the cps and the icp. The two codes I was getting.
I have a scanner on order. Maybe it will shed some light on it.
One thought is that I introduced some air into the high pressure oil system that needs to work its way out. Have only run it a few times and took one brief test drive yesterday. Blew a bit of white smoke during first acceleration but that cleared up quickly. I did not want to take it too far not knowing if it would re-start once shut down.
Odd because before this it always fired right up.
I will probably replace the two starting batteries for winter just as a precaution, but they seem fine.
It just takes more cranking and a bit o pressing the accelerator to get it to fire now!!! Hoping it will work it self out with some driving.
Also changer the oil, filter and fuel filter while it was opened up.

Mine has always been a bit cranky out of hibernation. I'm sure that's what's going on. You have full power right? No leaks?

Seems s bit better today. Started a bit quicker and no white smoke. It think it is working itself out. Still gonna get some new starting batteries just to be safe.

So Ever since my breakdown My van has been really hard to start cold.
It was never a problem before.
If I did not think it was related to my breakdown I would think Glow plugs or GP relay, but it seems too coincidental to be that.

What I did since breakdown is:
1. CPS
2. ICP
3. changed oil and filter.
4. Filled up HPOP res which was low
5. Changed fuel filter.

Now it is really hard to start and I get some white smoke which clears quickly after it starts.
I dont really want to dig into the glow plugs in the cold if that is not the issue.. I guess it would not be a big deal to put a new GPR in.
I just have to believe it is related to my breakdown and High pressure oil system which seens to have caused the prob.
I saved some AE data but am not sure how to up load it for anyone to look at.
Seems like ICP duty cycle is normal and when cranking ICP pressure jumps up above 500 quickly so I dont think that it in air in the oil system.
Ill try to upload the AE data some how.
I monitored ICP Pressure, ICP duty cycle, Batt Voltage, RPM, and oil temp.

Any experienced PSD people please help!!
Thanks

I would honestly try the glow plug relay first. If it doesn't start then I would try going after glow plugs. By that I mean testing the glow plugs to see if they're working.
