Just to add my 2 cents, i have a 91 as well. I picked it up 2 years ago for $3000, all stock. It has been the most reliable vehicle i have owned. So far, in two years i have not had to replace anything other than tires. The radiator is due (leaks), as is the alternator (weak charge at idle), however i would still drive it across the country, as mentioned above, without a second thought.
Our first trail run in it, it still had 17" low profile street tires and no lift. My fiance drove the LC and followed my built XJ and a buggy without a single issue. I blew the rear end out of the XJ on a root ball climb, and the LC just walked right up it. Long story short, whichever side of the 92 / 93 fence you are on, the LC will never let you down, and will always get you home.
Final thought... $7000 does seem a bit high for a 91. Sure it has plenty of added benefits, however how many of the mounts and things are you going to use? If none, there are a lot of holes in the dash you are going to have to either fix or live with, on top of the cat issue. The cat at least needs to be dealt with before you buy. Offer $6000 plus he replaces the cat and smogs it. Worst he can say is no.
