Gen 3 has a very rigid monocoque chassis. There were extremely different noise levels when I swapped the same set of tires between my Gen 3 and Gen 2 (BOF - chassis) YMMV

IIRC the "factory" fog lights are actually dealer installed (they were Bosch units on my '93 SR) Fuse on mine was under the dash in-line sorta near the switch. I removed them and now use the switch for the IPFs on my ARB. Added all new wiring, a relay / fuse bank in the engine compartment...

Look into the: Automatic Power Off (APO3) - it has adjustable voltage shut-off points 11.8, 12.1, 12.7, 13.05 VDC - also about $60 on Amazon, down side is that it can only take a 20 amp draw - but that is probably way more than enough for your electric blanket. http://www.aprsworld.com/apo3/
