I think they got fined, I have two, purchased an extra for back up. They locked the frequency transmit on the new ones so you cant transmit on non 2M frequencies. The my old ones you could rx and tx on FRS, GMRS, Marine VHF and 2M, aviation, police and fire. And yes, I know its illegal.

I would go for a pure sine wave over a square wave, your equipment will thank you. Dont cheap out! Also check the specs if your 3000w is peak to peak or RMS if it is P-P its a 1000w inverter.

One important note with extinguishers is you shoud take them out of their bracket and shake them to prevent the powder from caking from vibration so they work properly. I do mine once a year.
