This really just seems like costly ignorance. He also has a front bull bar subtracting from his payload.
If you look up some pictures, this is the same way that these RAM frames buckle when in a collision from the rear while towing. This truck is crazy overloaded.

Is that bumper all plastic? Any way to fab some brackets to a piece of structure underneath and then just pop them up through the plastic? The recover point bolting location may be a good start and go straight up?

While I have a newer RAM, I have to agree with @Cummins_Powered. I've spoken to the RAM bodybuilder group and they also say that the roof is not designed to support those types of loads.
There are people that put lots of weight on a roof rack over the cab on these RAMs, including huge spare...
I'm pretty sure my RAM 3500 Cummins has twice the payload of a equally equipped RAM 2500 Cummins. If you took a 2500 and loaded it to my 11,700 gvw I doubt the two trucks would drive the same. You'd be on the bump stops in the 2500, so it's more than just tire pressure.

What color wheels would you be planning? It looks so clean with the silver now, it would be hard for me to pick a wheel color for that white. Anything but black, please. Part of the fun for me is the planning, good luck with figuring out exactly what you want to do.
Are you planning to use the truck "out of the box" or plan to modify it? Also, will this be your daily driver as well as the tow/travel vehicle? If you do plan to daily, go drive these trucks around the places you frequent.

What you would estimate is the total weight you have on that roof rack?
Is the rack attached using rivets? Any deflection in the mounting areas? As I'm sure you have some miles on this install I'd like to hear your thoughts.
Just a note, RAM removed the manual option for the 2019 model year and on.
I ordered my '18 Cummins manual and it is a pleasure to drive on a Carli Backcountry kit and 37s. My only complaint is that reverse could be deeper. The BD 2-lo kit is a life saver backing my trailer up the driveway...
