Inside the bed (out of the elements) as theMec suggested or I would mount it lenghtwise on one of the lower side tubes of the rack so it wouldn't take up space in the width of the rack or stcik up higher than the main rack (clearance and brush catching issues)
it is hard to see in these picturee from Warn
On my Warn 9.5ti mount on my Jeep the centerline for the failread bolt hole is aprox 1" above the surface of the mounting plate.
I am sure there are specs from the fairlead or winch manufacturer as well...

mine on my YJ used to do that and I figured it wash back wash when the locker was released. It would even spray on the underside of the hood.
I zipped tied a small piec eof kitchen sponge over the vent and no problems after that.
