That looks like the factory stuff. Looks like the barrier was pulled off and put back on a couple times, which will make a huge mess. As suggested, WD-40 might work and if not, mineral spirits/acetone.

Yeah, truck pricing (and many cars in general) has gotten insane. 80K truck, 72m financing at 6.5% = what my mortgage payment is (the P and I part). I will never end up buying another new truck.
