A lot of the cost will be prep/access, if you remove any interferences and clean the effected areas of the frame and new hitch down to bare metal you're probably only looking at $250-ish. If you expect them to do all that (and if it's a rusty mess) then you can double-triple it..
Not many 2500 AWDs out there...I've heard of both 6 and 8 lug versions. You probably got the 2500 leaf springs, maybe bigger joints on the rear driveshaft...possibility of bigger disc brakes...hard to say without looking at each.

Yep, that 6054 configuration was used in a bunch of vehicles, just go on amazon and look up "6054 headlight conversion to LED or Projector or HID" you'll have more to choose from than you want..

2011-up 15 passenger Duramax van would be a nice fit for you...6L90e trans is a big step up from the 4L80e and the mpg/power increase with the Duramax would really show up when you've got 10 passengers and gear loaded up...it is damn near impossible to find one that isn't white..

Last post I read from Jeremy on that kit was that it was not DIY; now if you already have a Quigley 4x4 converted van he may be able to put together a DIY coilover upgrade kit ...but that's a pretty small percentage of the Express/Savana population..
There is no "DIY kit" for any type of 4x4 conversion for the express/savana. Weldtec builds a beautiful coil-over IFS system but they don't sell it for DIY. There is a pretty good bit of info/pictures on this thread...
