99 FG Starts, runs rough, won't rev up

Are you sure it not just a sticky part problem?
I am not familiar with this specific fuel injection system, but it shouldn't fail mechanically after being sat for a while.
A sliding part, on the other hand, could easily be affected by not being activated for a period of time.
Just sayin'...

That's exactly what I thought and why I removed the back cover off the governor thinking the fuel shut off portion wasn't sliding. But it turned out it was sliding. It could be something sticking on the other end but it's not accessible without disassembling the pump.

Had the truck towed to Mountain Truck and Equipment in Longmont, CO. They used to be a Fuso dealer and have worked on the truck in the past--rebuilt the transmission. Probably take a couple of weeks to get a clear diagnosis but hopefully they still have the old Fuso software and can get more info than just a Code 22.

I know im late to the party on this one, but by any chance were all the filters and fuel lines checked? cleaned/replaced where appropriate?

No, but fuel seemed to be flowing adequately as the primer pump was solid. I drove it to the storage lot and it was running just fine so it seems highly unlikely that any filter plugged while sitting. Not sure if low fuel flow would trigger a Code 22. Would low fuel flow trigger any code?

Update: Having replaced all the injectors and the IP (a couple of times) the shop brought in a tech directly from Mitsubishi. He concluded our truck needs a replacement engine computer. The shop has not been able to find either a new or used computer. Does anyone have a source for a new or used engine computer for a 1999 FG USA model with the 4d34t with electronic injection pump?

Given the age of the truck, I am guessing that your only real avenue would be getting one out of a wrecking yard.
If you cannot find one in the US, you may be able to find one in an Australian wrecking yard, as these were a reasonably common truck here.

I seem to remember hearing that those ECUs could get corrosion inside, which could obviously result is random ******** happening.
By chance, have you opened yours up to check for corrosion?

All said, my understanding is that no matter where you source an ECU (assuming that you can) it will need to be reprogrammed specifically for your truck.
That can likely only be done by a dealer with the appropriate MUT III (or MUT II) programming device and firmware.

Out of interest, did the Mitsubishi tech try to re flash your existing ECU?

The shop is not very communicative so I don't know exactly what the tech did. But the shop is the only shop within hundreds of miles which has the Mitsubishi software capable of diagnosing and interacting with the truck (to my knowledge). The service manager did say initially that a new computer was available from Japan but would cost $5k (and was not returnable) so he was looking for a used one. Later he said a new one wasn't available. The corrosion/random ******** happening is an interesting hypothesis since very early after I took it to them they thought they had fixed it and then it started acting up again. I have no idea if they opened the ECU to check its condition. I wish I could do the diagnosis and repair myself but I live in the center of Denver and don't have any place to do the work.
