best year for Montero 1999?

That's a lot of money for a 1999. Ten minutes off road would do great harm to it, unless you're just looking for a mall crawler.

Oh no it will get used I would peel of the running boards quick and put some bigger at tires on among other things.

That one has no rear locker/winter package. Seems like a base model 99. Try to hold out for one with a winter package, unless you specifically dont want leather or a rear locker!

I'm trying to hold out but you just don't see them that often and being that my 80 has lockers and I have never really needed them I'm not sure I need the lockers...but I want them

Your 80 also has a ton more articulation(suspension flex) than the Montero to help keep the tires on the ground and giving you traction, thus reducing the need for a locker.
