This is a great question. Perhaps a couple of loops sewn onto the straps that a bike lock could be run through, to attach it to the tire carrier.

I hate to say it, but that's probably right there with locking doors on a soft-top Wrangler. The would-be thieves would more likely slice it apart then damage the vehicle out of spite, than leave the bag alone because it's locked.

the locking cable works to prevent theft, but not theft of the contents. But you really shouldn't rely on a cloth bag for security either.
