I've had two guys post on a local forum that they want complete HP30s that they plan to re-gear for their TJs. What is a reasonalbe amount to ask for my complete D30? Rotor to Rotor with steering and control arms. I'm not looking to gouge anyone. Is is $50, $100, $250?

$125-150, IMO. I have sold a handful of these over the years (from vehicles I parted out), and I'm buying one (also from a '98) for $125 next week. Yours is a '98, too, which has the bigger U-joints...a good thing when selling.
