Very heavily modified and pricey, I guess to be able to legally import and register in the US.

It looks like maybe he never took delivery of the vehicle? The ad says it was built for him but that in the end he decided to do something different.

My understanding is that he did import it legally. Making it meet EPA and DOT/NHTSA requirements is why it's a quarter million dollar truck.
