does the top half hinge over to become a platform/ rack? must be a little heavy - even if it's aluminum. wouldn't it give a little oversteer?

"What a bumper" is certainly a good way to describe it, but I cannot imagine putting one a vehicle used for anything but a show - well, maybe it would be good for an H2

I think that bumper is the old style Road Armor bumper.
